Characterizing the influence of network properties on the global emerging behavior of interacting elements constitutes a central question in many areas, from physical to social sciences. Motivated by the study of disordered neuronal networks with excitatory-inhibitory constraints, we report a universal phenomenon of synchronization in networks of randomly connected neurons. We show that the dynamics of such systems is governed by an interplay between the mean and the variance of neuronal activity. We construct a low-dimensional representation of the system, explaining the emergence of synchronized relaxation oscillations through an analysis of the leading eigenvalues of the connectivity matrix.
